Policy

Purpose:
The Metropolitan Park District of Tacoma (Metro Parks Tacoma) is accountable to its citizens for its use of public dollars. The limited financial resources of Metro Parks Tacoma must be wisely used to ensure adequate funding to support the services, public facilities, and infrastructure necessary to meet the community’s present and future needs.
The purpose of this policy is to establish a methodology for determining cost recovery rates and to establish a philosophy by which prices are determined.
Policy Requirements:
Section I.
The Board of Park Commissioners is charged with establishing policy direction for Metro Parks Tacoma under Washington State law. Sound business practice and good governmental stewardship dictates that the Board establish policies regarding the fiscal activities of Metro Parks Tacoma in accordance with applicable local, state and federal laws and regulations.
Section II.
The Board of Park Commissioners grants authority to the Executive Director to price programs and services provided by Metro Parks Tacoma in a manner that benefits the public to the highest degree while preserving the fiscal integrity of Metro Parks Tacoma. Public access and fiscal stewardship must be balanced to sustain services long term.
Section III.
In lieu of approving individual prices for services, the Board of Park Commissioners authorizes the Executive Director to set prices in accordance with these cost recovery standards.
Section IV.
The Board of Park Commissioners adopts the philosophy that programs and services with a higher individual benefit will have higher cost recovery rates, and programs or services with a higher community benefit will have lower cost recovery rates.
Section V.
The Board of Park Commissioners directs the Executive Director to utilize the following Cost Recovery & Benefit Pyramid to identify minimum levels of cost recovery rates for various program delivery methods.
Section VI.
The Executive Director is hereby directed to establish an accounting system that identifies which costs will be used to calculate cost recovery rates.
