Chief Equity Officer
Norinda Rosario Yancey, who has worked for Parks Tacoma since 2021, brings over 30 years of experience serving youth and families in community-based and educational organizations in Tacoma and across the country.
Norinda works closely in collaboration with all levels of staff, leadership, external partners and communities to shape, promote, and advance the strategic direction set for the district and helps coordinate high-level district-wide outreach and engagement strategies, actions, and communication. She advises and consults on matters related to justice, equity, diversity, access, and inclusion (JEDAI) principles and practices and provides strategic and technical guidance on policy direction for Parks Tacoma’s JEDAI efforts.
Norinda previously served as United Way of Pierce County’s Vice President of Community Impact leading advocacy and innovation while overseeing DEAI and public policy strategy to advance systems change and as Director of Community Impact for United Way of North Central Florida overseeing community-led processes to direct donor investments and community collaborations designed to strengthen and expand the impact of volunteer-powered programs.
Throughout her career, she has focused on helping individuals and organizations bring their best selves to life. The breadth and depth of Norinda’s experiences as an educator, nonprofit leader, and founder of a leadership consultancy grounded in JEDAI principles and practices incorporating multicultural, multidisciplinary, and multisensory approaches are valuable resources to help advance the district’s commitment to equitable and just parks, recreation, and zoological experiences for our community. She currently serves on Washington Recreation and Parks Association’s Equity in Belonging Committee and Pierce County Community Engagement Task Force co-lead for the Organizational Structures Committee.
