Contracts & Procurement Overview
The Parks Tacoma Procurement Unit operates within two divisions; The Goods and Services Unit is responsible for the purchasing of general or commercial goods, professional or personal services, and technology hardware, software, or services. The Planning & Public Works Unit is responsible for non-commercial services and public works projects such as construction, surveying, architectural and engineering services.
We strive to maintain the quality and integrity of Parks Tacoma’s Procurement Policy and Mission while maximizing the value of purchases for the Metropolitan Park District of Tacoma and the community we serve.

Apprenticeship Utilization Requirements (AUR)
Apprenticeship Utilization Policy
Contractors must contract with state-approved apprentices for 15% of a project’s total labor hour on qualifying public works contracts totaling $2,000,000 or more through June 30, 2026; $1,500,000 beginning July 1, 2026; and $1,000,000 beginning July 1, 2028.
- The apprenticeship utilization requirements will be estimated by the project manager/architect/engineer.
- The requirements and information will be included in the bid specifications for the project.

- Contractors must present their Apprenticeship Utilization Plan for meeting the 15% utilization requirements at or before the pre-construction meeting.
- Contractors, together with subcontractors must ensure hours are met.
- Hours completed by contractor and subcontractors will be monitored by The Department of Labor & Industries.
- Contractors who do not meet the required hours may be assessed a monetary penalty for each unmet labor hour or will receive an incentive for meeting the requirements.
