Capital Improvement Committee Meetings (CIC) – Discontinued

Capital Improvement Meetings were previously held as needed on the first and third Wednesdays of each month but have been discontinued starting in 2026. Zoo Trek Authority

Zoo Trek Authority Background

The Zoo Trek Authority was established in 2001 to oversee disbursement of sales tax revenue to Point Defiance Zoo & Aquarium and Northwest Trek Wildlife Park. In 2000, Pierce County voters approved a one-tenth-of-a-cent increase in the local sales tax rate to support the Zoo, Northwest Trek and parks.

One-half of these new local revenues go to Point Defiance Zoo and Northwest Trek. The other half is divided among park systems throughout Pierce County.

The ZTA is composed of seven elected officials appointed by city and county councils as follows:

  • Pierce County Council: 3 members
  • Tacoma City Council: 2 members
  • Other Pierce County cities/towns: 2 members

The ZTA is charged with approving the biennial operating budgets for Point Defiance Zoo & Aquarium and Northwest Trek prior to final adoption by the Parks Tacoma Board of Commissioners.

253-305-1091

Term Expires: December 31, 2027

  • Active Lifestyles & Community Wellness Advisory Council

Commissioner Clarke is a civic designer, user experience researcher, and community organizer dedicated to redesigning social services with communities most impacted by them—from guaranteed income programs to Medicaid to child welfare prevention. She first fell in love with Tacoma’s spirit of community in 2014 after transferring from Olympia to study at UW Tacoma. After earning her master’s in social policy at the University of Oxford, she subsequently moved back to Tacoma in 2019. Since then, Bronwyn has worked to improve social services in various research roles with nonprofits, federal and state governments.

As a first generation American, Bronwyn is committed to reversing longstanding inequities, including poverty, racism, and colonialism. In Tacoma, she recently co-led a participatory evaluation of the Growing Resilience in Tacoma (GRIT) guaranteed income program with participants and United Way of Pierce County. In her current day job at the Centre for Public Impact, she coaches cities in human-centered design, helping them practice inclusive innovation by directly engaging residents to tackling pressing local problems.

Outside of work, Bronwyn has been an active volunteer with local political organizing groups, including Indivisible Tacoma, the 27th Legislative District Democrats, and Pierce County Young Democrats. Bronwyn ran for a Parks Tacoma Commissioner seat to put her skills into service, with the aim of leveling up our public spaces for community connection, care, and climate resilience, all while building greater park equity for communities south of the freeways. She lives with her two black cats Quasar and Luna in the Lincoln district.
